St. Paul River District follows the course of the St. Paul River northward from Monrovia, taking in one of the fastest-growing periurban corridors in Liberia. The district’s communities have expanded rapidly since the 2003 peace, driven by urban migrants who could not afford inner-city housing. The Duport Road corridor is one of Monrovia’s principal radial arteries. ED 17 Representative: Bernard Blue Benson (CDC, 2023). Monrovia was founded in 1822 by the American Colonization Society and named after U.S. President James Monroe. It has been the capital of Liberia since independence in 1847. The city sustained severe damage during both civil wars (1989–1996 and 1999–2003), including the August 2003 LURD shelling of civilian areas. Post-war reconstruction, supported by UNMIL and international donors, has progressively rebuilt Monrovia’s infrastructure. West Point Township’s 30,847 residents (2022) live in a settlement estimated at less than 0.25 km² — making it one of the most densely occupied urban zones in Africa. The community is overwhelmingly composed of urban poor, many displaced to the location during and after the civil wars. West Point has limited formal infrastructure and relies on informal markets, fishing, and casual labour. During the August 2014 Ebola crisis, the Liberian government placed West Point under military quarantine for ten days — a controversial measure that intensified international attention on conditions in the settlement. Governance Structure

County Superintendent

Presidential appointee. Montserrado County is unique in that Greater Monrovia is governed separately by the Mayor of Monrovia — a position with its own mandate for the capital city. The County Superintendent governs the broader county territory outside the municipal zone.

Mayor of Monrovia

The City of Monrovia is governed by an elected mayor. Jefferson T. Koijee has served as Mayor of Monrovia and is one of Liberia’s most prominent local government figures.

Representatives (17)

Montserrado sends the most representatives to the House of Representatives of any county. CDC holds the majority of seats as of the 2023 elections, with notable independents including Yekeh Kolubah (ED 10) and Samuel R. Enders (ED 6).

Abraham Z. Darius Dillon (Senior Senator) and Fomba Kanneh (Junior Senator) represent Montserrado County in the Liberian Senate. Senator Dillon is known for vocal opposition politics.

Monrovia Founded — ACS Settlement on Cape Mesurado
In 1822, the American Colonization Society established the settlement of Monrovia on Cape Mesurado — a promontory on the Atlantic coast. The site was purchased from local Dei and Bassa leaders after a controversial negotiation. Named after U.S. President James Monroe, Monrovia became the principal settlement of the ACS colony and the administrative capital of the emerging Liberian state. The St. Paul River to the north and the Mesurado River to the south defined the early settlement boundaries.

Montserrado County Established — National Capital
At Liberian independence on July 26, 1847, Montserrado became one of the three original counties. Monrovia was confirmed as the national capital. The county was named after Cape Mesurado’s Portuguese designation — Mesurado — transliterated into Montserrado. The Executive Mansion, Capitol Building, and Supreme Court were established in Monrovia as the seat of Liberia’s three branches of government.

Coup d’État — Samuel Doe Seizes Power
On April 12, 1980, Master Sergeant Samuel K. Doe and 16 non-commissioned officers stormed the Executive Mansion, killed President William Tolbert, and ended 133 years of Americo-Liberian rule. The coup was staged in Monrovia, and the aftermath — including the public execution of 13 cabinet ministers on the beach — took place in Montserrado County. The event fundamentally transformed Liberian politics and sowed the seeds of the civil wars that followed.

1989–2003
Civil Wars — Monrovia Besieged; Massive Displacement
Monrovia was besieged multiple times during both civil wars. In 1990, the NPFL under Charles Taylor advanced to Monrovia’s outskirts. In August 2003, LURD forces shelled civilian areas of Monrovia during the final push to oust Taylor, killing hundreds of civilians and forcing hundreds of thousands into displacement. The 2003 Comprehensive Peace Agreement, signed in Accra, ended the Second Civil War and paved the way for the Transitional Government and the arrival of UNMIL peacekeepers. Montserrado County’s population, which stood at an estimated 865,000 in 1999, was dramatically reduced by displacement before recovering strongly in the post-war period.

Montserrado’s 2022 population of 1,920,965 represents a 71.8% increase from 1,118,241 in 2008 — driven by urban migration, natural increase, and the return of displaced populations. This growth has been particularly concentrated in Paynesville (now 617,492) and the St. Paul River corridor (172,384), where peri-urban expansion has been most rapid. The 2011 expansion from 9 to 17 electoral districts reflected the county’s dramatic population growth and the need for greater representation.

People, Ethnicity & Culture

Montserrado County is the most ethnically diverse county in Liberia — virtually all 16 of Liberia’s ethnic groups are represented, alongside significant Mandingo, Lebanese, Indian, and other communities. The county has a female majority (50.9% female, sex ratio 96.3 males per 100 females) — reflecting the disproportionate impact of civil war casualties on male populations and the feminisation of urban migration flows.

Monrovia and Paynesville are predominantly Liberian English-speaking with Kpelle and Bassa as the largest indigenous language communities. The Mandingo are prominent as traders throughout the urban markets. The Lebanese community, present since the early 20th century, plays a significant role in retail trade.
