Population figures (LISGIS, grey pill) are from the 2022 LISGIS Census, Table B, the official county district totals. Clans, towns/villages and enumerated population figures are from the 2022 LISGIS Enumeration Survey (field census). Lofa is the only Liberian county with a female majority (50.2%), extending to 9 of 11 districts. Only Vahun (52.8% male) and Lukameh (50.6% male) have male majorities. Wahasa, Lukameh, Waum and Tengia are absent from the enumeration survey as standalone entries.
The most populous district, home to Voinjama City, Lofa County's capital, located four miles from the Guinean border. Historically a crossroads town with a large weekly market connecting Liberia to Guinea and Sierra Leone. Near gender parity: 50.2% male / 49.8% female, among the most balanced of Lofa's districts. Covered by Electoral District 4 (Voinjama City, 6 communities) and parts of ED 3 (5 communities). Birthplace of President Joseph Nyuma Boakai, born in Worsonga in 1944.

5 Largest Towns:
Voinjama's population is principally Lorma and Mandingo, with other ethnic groups also present. Before the civil war, Voinjama had an airport, electric generating station, and water treatment plant and served as a regional hub for trade between Liberia, Guinea, and Sierra Leone. LURD rebel forces captured Voinjama in 2000 during the Second Civil War. The city's weekly market remains one of the most active cross-border trading centres in northwestern Liberia, connecting to Guinea and Sierra Leone via Foya and Kolahun.
The second most populous district, home to Zorzor Town, a significant Lorma cultural centre and transit point on the main road connecting Voinjama to Gbarnga and Monrovia. Female majority: 50.7%. Covered primarily by Electoral District 5 (with Salayea) and two communities in ED 4 (Barziwen and Konia). Part of Lofa's four original districts from the Western Province (1964). Has the most towns/villages (165) of any district with full enumeration data.

5 Largest Towns:
The Lorma (Loma) people are historically dominant in Zorzor District. Zorzor Town is the second-largest settlement in Lofa County after Voinjama City. The Wologizi Mountain Range, one of Liberia's proposed national forest reserves, lies in the Zorzor-Salayea corridor. The Gizima clan with 88 towns is the largest single clan by town count in the district's enumeration data.
Located in northern Lofa County, bordering Sierra Leone. Foya Town is a key cross-border commercial centre in the far north. Female majority: 50.4%. Split between Electoral District 1 (northern communities including Foya Town) and ED 2 (southern communities). The Foya Forest Reserve, one of Liberia's three proposed national reserves, is located here. Has the most towns/villages (263) of any Lofa district and the largest single enumerated population.

5 Largest Towns:
Foya Town (enumerated population: 20,569) is the second-largest urban centre in the enumeration dataset for Lofa County, after Voinjama City. Its proximity to Sierra Leone gives it a distinct cross-border commercial character. The Foya Forest Reserve hosts diverse biodiversity including forest elephants and chimpanzees. Upper Lorma communities form a significant part of the district's cultural identity, alongside Mandingo traders historically active in the area.
Also referred to as Wanhassa in NEC documentation. Near gender parity: 49.9% male / 50.1% female. Located in the western part of Lofa County in the zone between Vahun, Kolahun, and Foya districts. Falls within Electoral District 2 (three specific communities, Kamatahun-Two, Lehuma-Two, and Popalahun-One, are attributed to Wanhassa in the ED 2 boundary). Note: Wahasa is absent from the 2022 LISGIS Enumeration Survey as a standalone district entry.
One of Lofa's four original districts from the Western Province (1964). Kolahun Town is a significant western trading hub on the route toward Sierra Leone. Female majority: 51.0%. Split between ED 3 (main Kolahun area) and ED 2 (Kamatahun, Popalahun and Lehun communities). Has the most clans (6) of any Lofa district in the survey.

5 Largest Towns:
Kolahun District was one of the four districts constituting the original Western Province that became Lofa County in 1964. Kolahun Town's western location positions it on the trade axis connecting Lofa to Sierra Leone via Vahun District. The civil war severely affected Kolahun; it sits in the corridor used by ULIMO-K forces operating from Sierra Leone. Masambolahun (pop. 7,144) is the largest town in Kolahun's enumerated data, dwarfing Kolahun Town itself (4,748).
A Lorma-dominated agricultural district in the southern part of Lofa County. Female majority: 50.6%. Covered by Electoral District 5 (alongside Zorzor). Notable for large commercial rubber farms and subsistence rice cultivation. Located closer to Bong County and the main Monrovia–Gbarnga–Voinjama highway corridor. The Wonegizi Range proposed reserve lies in the Salayea-Zorzor corridor.

Salayea District has seen investment in rubber cultivation, including large private plantations employing Lofa residents. The Lorma people, who constitute approximately 51% of Lofa County's population, are the primary ethnic group in Salayea. Salayie town is the district headquarters and its largest enumerated settlement (3,768).
Located on the Sierra Leone border in the extreme west of Lofa County. The only district in Lofa with a pronounced male majority: 52.8% male / 47.2% female, the highest male proportion in the county, reflecting cross-border labour migration and frontier character. Covered almost entirely by Electoral District 2.

Vahun District's male-majority demographic (52.8%) stands out sharply against Lofa County's overall female-majority profile. This pattern reflects Vahun's position as a frontier district on the Sierra Leone border, with higher rates of male economic migration. The Gbandi people, who form approximately 26% of Lofa County's population, are significantly represented in Vahun. During the civil wars, Vahun District was heavily affected by armed factions crossing from Sierra Leone, including ULIMO forces, and was nearly depopulated at points during the conflict.
One of Lofa's newer administrative districts created from the post-2001 restructuring. Slight male majority: 50.6% male / 49.4% female, one of only two Lofa districts with a male majority. Located in the eastern corridor bordering Nimba County. Note: Lukameh is absent from the 2022 LISGIS Enumeration Survey as a standalone district entry.
The strongest female majority of any Lofa district: 51.2% female / 48.8% male. Located in the interior section of the county. Note: Waum appears as a clan sub-unit within the Foya District entry of the 2022 LISGIS Enumeration Survey (17,189 people, 79 towns/villages), suggesting the survey grouped Waum's communities under Foya for field enumeration purposes. LISGIS Table B records Waum as a separate administrative district (23,261).
Also written Quardu Gboni or Quardu Gbondi. Created from a chiefdom within Voinjama District. Female majority: 50.6%. Falls within Electoral District 4 alongside Voinjama City and six Voinjama communities. Has a single clan in the enumeration; all 29 towns/villages are under the Quardu clan.

Quardu Boundi District was created as a seventh administrative district from a chiefdom within Voinjama District, formalising a previously transitional administrative status. Barkedu (pop. 4,354 in the enumeration) is by far the largest settlement, more than twice the size of the next-largest town. The district's Mandingo-heritage communities and its location in the Voinjama corridor give it a strong Islamic cultural character.

Administrative Districts vs. Electoral Districts
Lofa operates two distinct district structures. Administrative Districts are used for governance and public administration; Electoral Districts are used for legislative representation. They do not share the same boundaries; several administrative districts are split across multiple electoral districts.
Headed by District Commissioners appointed by the President. Lofa has 7 Chiefdoms and 30 Clans (CDA). Several districts are split across EDs at community level.
Each elects one Representative to the House of Representatives. Total: 177,129 registered voters (NEC, July 2023). All 5 EDs have female-majority voter registrations except ED 2 (51.15% male). For full voter data, see the Lofa County electoral section.
