Under the Local Government Act of 2018, sub-county local governments in Liberia are established as Administrative Districts, Chiefdoms, Clans, General Towns, Cities, Townships, and Boroughs. These units form the foundational layer of local governance below the county level, extending administration and services to communities across all 15 counties of the republic.
Liberia’s district landscape comprises two distinct and complementary types:
Electoral Districts
73 Electoral Districts (EDs) are defined by the National Elections Commission (NEC) for legislative representation, forming the basis for House of Representatives seats across the 15 counties.
Administrative Districts
They are the operational units for governance, development administration, and service delivery. The historically cited statutory figure is 136 ADs; as enumerated in the 2022 Housing and Population Census (LISGIS), the census returned an updated enumerated count of 156 Administrative Districts (ADs). Statutory Districts
All statutory districts existing prior to the Act were permitted to continue for a period of seven years following its passage in September 2018. During this transition period, the ministry responsible for local governments was mandated to ensure the retirement of all statutory district employees, after which all existing statutory districts would be dissolved.
Governing Structure
Each administrative district is governed by a structure comprising a District Advisory Council, a District Commissioner, a District Administrative Officer, a District Finance Officer, and a District Development Officer. For a full listing of district leadership, see District Leadership.
