Counties

Liberia is a unitary state subdivided into counties for administrative purposes under the Local Government Act of 2018, which repealed and replaced Title 20 of the Liberian Codes of Law Revised. Each county is further divided into administrative and statutory districts, cities, townships, boroughs, chiefdoms, clans, and general towns.

County Administration

Each county is governed by a county administration headed by a Superintendent, who serves as the chief executive officer and overall administrator of the county. The administration also comprises a County Administrative Officer, a County Finance Officer, a County Development Officer, and heads of county administrative departments as provided for under the Act. The positions of Superintendent, County Administrative Officer, County Finance Officer, County Development Officer, City Mayor, and Commissioner (for townships and boroughs) are appointed by the President with the consent of the Senate.

Liberia is currently organized into 15 counties spanning the entire republic, with a combined population of 5,250,187 as recorded in the 2022 LISGIS Housing and Population Census.4 For the full county-by-county profile comparison, see Counties Ranking and Comparative Rankings. Geographic data and boundary maps are available under Maps and Charts.
